How does one get around the MSOERT2.dll CreateInfoWindow error?

I am now getting this error. Also Outlook Express does not load. I have
Outlook 2003 and XP SP2 and IE7 w/ all updates. Outlook express does not even
open. Outlook fails with "The procedure entry point CreateInfoWindow could
not be located in the dynamic link library MSOERT2.dll." The effect of this
is that Outlook can send mail, but not receive any mail. What do I do?????
