How does Outlook choose encoding methods

and how do I change it?
I have a plain text file with an extension TXT.

If I send it as an attachment, it encodes it base 64, and my receipient
can not read it.

If I open it in Wordpad, and save it, either as RTF or as TXT,
then send it as an attchment, it encodes it as Quoted-Printable, and
everything works fine on the far end.

What makes the difference to Outlook, and how do I force it to use
Quoted-Printable for these text files?
