How does Project derive the Summary Progress Date in the Summary .

When one hovers the mouse pointer over the task roll up bar for Tracking
Ganntt view, a Summary Progress Windows displays. In the box the progress
date is display. The progress dates are different for each roll up summary.
It obvious how a progress date is derived. The progress bar displayed
appears to proportional to the progress date over the duration rather than
than % Complete displayed with the Summary Bar. What is the correct
interpretation of progress date, the tracking bar vs. % Complete.
