How get alert "edit response?" to return when I decline meeting

Whenever I decline the box does not come up asking me if I wish to send a
response. I'm thinking that there is at least an option to "return all
one-time messages" or something like that

There isn't that I'm aware of. What version of Outlook and which OS do you
use?
