How I can load the pst backup

Before I format my HD I save all my information in a pst file from the
Outlook program, I did that many times before and I do it normally as a
backup. Then I burned a CD with the new pst file . Now I opened the
Outlook and loaded the pst, not from the CD, but from a file I created in
my desktop ( I copied from the CD to that file the pst file )I tried to
load it and encountered "File access is denied. You do not have the
permission required to access the file" . I did before did without any
problem, what is happening now, I need help. I have Outlook 2003

The read only flag of the pst, on the desktop, is off?
IMO you are better off copying the file to eg My Documents, as apposed to
the desktop.

Thanks, I dod what you said, loaded the pst file in my documents and
tried to loaded in the Outlook program , but I am getting the same message
"File access is denied. You do not have the permission required to access
the file".... terrible, never had this before Ruben

In properties of the file, is the read only flag off?
You have to set the read only flag to off.
(When you copy a file to cd/dvd the read only attribute is set to on)

Yes I did , was on, thanks , but now when I loaded it says this is not
a pst file, is something weird, really never saw it, that is now something
new

This is often the result when the pst is copied incorrectly, ie with OL
open, or possibly your burning application didnt handle the operation
correctly.
Its a long shot but you could try scanpst.exe, the repair tool, and run it
several times on the faulting pst
