how i get back clarity of picture?

my picture was very clear but when i compressed ot and then resized it again
it became very unclear, how can i get back the clarity of the picture? thanks

Now that the photo has been compressed, you have to go back to an
uncompressed version.

You don't. The act of compressing the photo threw away information that
cannot be recovered.

In the future, when you must make a smaller or compressed copy of an image,
be sure to save that as a new file. Do not overwrite your original.
