How is a row height set?

I have a table composed of a single cell. The top and bottom padding
is 0.08" each. The row is set to be exactly 0.25" high. The text in
the cell is taller than 0.25". The sell is set to vertically align on
the bottom of the cell.

It seems to me that the height of the row should be either 0.25"
(padding is included in the height) or 0.41" (padding is added).
However, printing it out and measuring it it is 0.31"

So how is all of this used to set the height?

Hello Dave,

In my current guess, it is because the border width is counted into the
result when the row height is measured:

w:tblBorders/w:top/w:sz = 4 (ST_EighthPointMeasure), which is 0.5 points =
10twips. So is the bottom border (10twips)
The row height is 0.25cm == ==142twips

Thus, 10twips (top border) + 10twips (bottom border) + 142twips(row height)
= 0.28575cm is closer to your measurement 3.1cm.

I am asking the Word team for their explaination and will get back to you
as soon as possible.
