We have two computers with it installed on already, but one of them is dying
and I want to install it on a new computer. Is it okay to do this?

What does the EULA say?
Generally a retail version can be installed on 2 working devices

To my knowledge all MS Office Basic Edition 2003 installations are OEM,
this means that the license is valid for the first computer it is
installed on. It may not be "moved" to another machine as the license is
no longer valid. You should look at the license to see if I am wrong and
it is not OEM.

Read my reply in this newsgroup message thread - Migrating to new computer

It contains references in a license terms about reassign and other
important issues - I use Office 2007 references, but basically the same
applies -

Find your license terms for office basic edition 2003 - identify the kind
of license you have - generally - Retail, OEM, or Media Less and then read
the specific section of the license terms for what you own.
