If it is possible, how may I specify <<NEXT RECORD>> as a merge field in
publisher, as one may in word?
I am trying to create a mail merge in order to print 2 postcards on each
sheet of paper.

You can't.

However, using the Catalog Merge in Publisher 2003 you can create an area
that is repeated with different sets of data when you merge.
