How Outlook does determine is connection slow or not? Can I change this parameter?

I have read today in manual
"If Outlook 2003 detects a slow connection to your Exchange server, Outlook
automatically switches to downloading headers only."

How does Outlook 2003 detectc is connection slow or not? Can I change the
parameter which Outlook is using for determine?
