how to activate "language bar" for dictation, voice commands etc.

Nauman

IN Office 2003 there used to be a "Language Bar" that provided Dictation /
Speech Recognition, Voice assistant for listening to the text typed in Word,
Handwriting Recognition etc. and this Bar was always visible in Windows
Desktop or task bar to be used any time. When I installed Office 2007 the
Language Bar disappeared and I don't know how to bring it back. Can anybody
help me in recovering this useful feature?
