how to add a footnote in Publisher?

I want to be able to add footnotes in Publisher so that I can insert a new
footnote and the subsequent notes will be renumbered to fit the new note.
Since Publisher doesn't seem to support footnotes like Word does, is there
any other way to accomplish this?
