How to Add a Meta robot.txt Tag to Publisher 20003 SP1

I'm trying to optimize my site with a <meta name="robots" content="> It is
suppose to show up in the source near the meta tag title, description. I use
the html code fragment and it is still not showing up. I have had the site
tested and the results are always"Found no robots meta tag" Is it possible
to add Meta Tags other than the ones in Tool:Website Options Title:
Description: Keywords....
