How to add enterprise resource to project resource in webpart?

I try to add enterprise resource to project resource in C# by
1. Create Project
2. Select Project Resource From Enterprise Resources (List And Selected it)
3. Add Selected Resources to Resource DataSet
by result it create selected enterprise resource as project
resource(localresource). when i try to assign resource to task. it can not do
it. how i fix this problem? help me.
