How to add PWA web parts to sites outside pwa site collection

After our migration to SharePoint/Project Server 2007, all of the migrated
project sites are site collections. They do not have the project server web
parts (except for the old 2003 web parts that I have to manually delete).

I noticed also that if I publish a project outside of the /PWA site
collection, it does not have the web parts either.

I can copy the parts over, but I get an unauthorized error when I try to add
them to a page (in the even log it says that the site does not exist in the
project server site collection.)

I also cannot move a site collection to be a site in the pwa site collection
(at least not that I know of)

Are there any solutions to this?
