How to adjust footnote separator line

Hello,

I created a document template in Word 2003.

When I try inserting a foot note the separator line
apprers about 2 inches from the bottom of the page while
the actual foot note text where is should at the bottom of
the page.

There's about 1 inch between the footnote text and the
separator line.

How can I set it so that the line appears just above the
first footnote of the page?

Do you have the vertical alignment of the page set to Justified (File | Page
Setup | Layout)? Are the footnotes set to be "Below text" or "Bottom of
page"?
