How to allow another program to send messages with Outlook

I use a time/expense program (Wind2 by Deltek) that sends emails at certain
benchmarks of a project budget.

Is there a way to allow Wind2 to send these emails without having to
manually "allow" acces every time?

This is caused by how the application has been programmed. The developers
could use Redemption to work around it;
