How to allow local resources in MOPS2007?

Isn't there a setting somewhere to allow saving files with local
(non-enterprise) resources to MOPS? I seem to think I have seen it before...

I meant to ask about the setting that allows local resources in files saved
to MOPS. That is more precisely what I want to know about.

Nope, there is no setting that either allows or disallows using local
resources in enterprise projects. By default, project managers can use
local resources in enterprise projects and there is no way to stop them,
short of enforcing a methodology of some type in your organization. Hope
