How to allow users to ADD but not DELETE from document

We are trying to set up a way to allow users not to go
back on thier original reports, and disallow them the
chance to edit previous statements.

What we would like to be able to do is allow users only
an "ADD" permission and "CREATE" so that they can create
reports, and make additions to them, but once they have
been saved, they cannot go back and change what they had
originally posted.

Hi Jason,

What version(s) of Word come in question? And do you have a
database system you could link this to?

Word-out-of-the-box doesn't really have anything like this,
although you could possibly get pretty close using Word
2003. So it will mean some pretty heavy-duty programming
work...
