How to annotate images

I often find myself wanting to get a screen clipping (as an image) and paste
it into some notes. Then I would like to be able to annotate the image in
some way - writing or drawing directly on top of it. This works fine, but if
I edit any part of my notes prior to the image that causes the image to move,
the annotations are not associated with the image in any way and slide off.

How can I make the position of text or drawings lock relative to an image.
This would seem to be a very basic use of any note taking application, but I
can't seem to figure it out from the online help.

Taking this question further, is there a way to group note blocks? I'd like
to do a combo of what sappling is talking about and put smaller note blocks
to the left or right of a larger block of notes for annotation.

In OneNote 2003 you can't lock them together. In OneNote 2007 it does a
much better job of keeping things together as you add space above.

Not permanently. You can select multiple note containers and move them as a
group, but once you complete the move the grouping is gone.
