How to assign people to task "As needed"

What would be the best way to assign a resource as needed. I am working on a
project and there are some tasks that people would be assigned to as needed;
they may spend 1% of there time or sometimes 50%, etc.

Unless you have a crystal ball, you need to make a best guess! Once this
best guess is saved in the Baseline you have a comparison for progress
later. Your best guess needs to include some basic risk management for the
Task.
