how to audit users' Outlook signatures?

I have a reason to audit the signature text that users can place in their
email messages. Aside from journaling to capture and examine every message
sent, is there a way I can access this information for every user? Where is
the signature info stored, exactly? I can't figure it out.

I have about 250 users all on current Outlook 2003 and we're on Exchange
Enterprise 2003.

Any advice is appreciated.

Usually signatures are kept on the individual's PC in the folder
%AppData%\Microsoft\Signatures.

Since the user can change the signature text on any given message, reading every message would be the only way to know for certain what signature text was used.
