How to block certain suspect emails

Can anyone let me know how to add those senders to the block sender's list
for email that arrive without any sender or subject matter data?

I use Outlook 2003.

When you right click on such a message, is the Junk mail-->add to blocked
senders list not available?

Otherwise, I suspect a separate rule for it based on some header
information. I think the blocked sender list is based on the SMTP address
of a sender.

Blocking senders is pointless - the same address is rarely used twice. If
Outlook's spam filter (set on high) isn't getting them, get a better filter.
