How to calculate time

Hi All,
I want to calculate employees time. How to calculate this time period
in excel is any formula, for example

2.99 PM
9.51 PM

9:71 PM
2.00 PM


I dont know about this please help me on this. Thanks for your help in
advanice.

I want to calculate like this coz my office has clock machin which use
by employee on this way. please help me out i am confuse with .99 an
.51 digit it goes all the way to 100 and then start from 1 agian
