How to can I send Outbox messaging, even after disabling add ins?

OUTBOX: Unable to send messages and unable to clear outbox, even after
disabling add ins. Program is Outlook 2003.

You should post to an Outlook support newsgroup, Elle. This newsgroup
supports the OneNote program only. You might try running a Repair under
Help, and see if that helps before posting in the other newsgroup.
