How to Carry the Problems

Hi...
One of the PMs in our Company want to do this:
He has some Problems (which the Ressources have attached) in a Project A. He
makes a new Projectplan B , which has some of the tasks of the Project A. So
he wants to carry the Problems of these tasks to the new tasks in Project B.
Is there any Solution for that Problem?

My philosophy is:

There are no such things as issues/problems.

An issue or a problem is more information that
needs to be worked out in a task. Therefore:
make a Summary Task and remove the resources
off of the Summary task and create subtasks
which are the problems that need to be solved.

No need to create a second plan which will make
the whole thing more complex and eventually
unmanageable.

For example:

Task One - Take wheel off of cart.

Show stopper - We don't have a wrench.
Issues - We probably need to get oil since it's rusty.
Risk - The weather might not be good.

Summary Task - Cart Wheel
Task 1 - Get Wrench
Task 2 - Get Oil
Task 3 - Use sheltered area
Task 4 - Take wheel off of cart

Okay, the example is way basic, but
everything is in one plan, not two and
it would be easier to manage!

Hi Rick, thanks for your reply.
The PM makes a new plan not because of the problems. Lets sa we have two
parallel projects and they have a fey same problems or risks. I have define d
the problems for the tasks of the first project and I dont want todefine
them agin for the second one. I need such a copy paste operation. Probably
it is not possible..
