How to change "1" to "9" for long distance prefix.

Our organizations phone system is set up to NOT use a "1" prefix for long
distance calls. Instead, we dial "9" for an outside line, then just dial the
area code and phone number., ie - 9 337 555-1212 instead of 9 1 337 555-1212.
I want to use Outlook 2007's calling capabilities, but I have been totally
stymied by how to eliminate the "1".

I've tried every combination of the dialing rules on General Tab of the edit
location screen and I can't find any other place to change this. Is there a
way to do this?

Dialing properties are contigured in Windows' Control Panel.

I must not be seeing the right thing -- the phone settings dialog on the XP
control panel appear the same as the available dialing properties dialog in
Outlook when you initiate a call, and when I changed via the control panel,
didn't change anything.

I can add the "9", but I can't get rid of the "1". The "1" does not appear
in the contact/phone info for the individuals I try to call...so I know
there's got to be a setting somewhere for that.

In my "Phone and Modem Options" I can see a dialing location. When I open
that, I see "To access an outside line for long-distance calls, dial" and
that's where I believe you can put the 9. Changing the dialing options
should affect phone numbers you add from that point on. It won't affect
exiisting numbers unless you change them. There are third-party tools you
can buy that will modify existing phone numbers. Start here:
