How to change language (labels) in PWA?

Hi,

we have to deploy a Project Server where project managers will access
it through Project Web Access. There is no language pack for our
Slovenian language, but the client requests, that we must translate the
labels.

So, is there any possibility to do it? I have tried to find some
official Microsoft documentation, how to preprare a language pack, but
couldn't find it. I also looked at the xml files on the file system and
also into tables with Enterprise manager, but I just can't find where
the constants for language labels are stored. It was much easier with
SharePoint, where there were some xml files, where we changed the label
constnats.
