How to change Message Rule Wizard defaults???

I want to change the default actions in the Message Rule Wizard.

For example I want to make "stop processing rules" a default action.

Also, "on this machine" is a default now. I must uncheck it on every rule I
create to have the rule applied to my messages. How do I have it unchecked
by default?
