How to change page titles in Fusion-developed website?

We converted our NetObject Fusion-developed website to FrontPage 2003 about
one year ago. I would now like to change some of the page titles and
pull-down menu buttons but FrontPage looks at each of these as an individual
graphic. Therefore, I am not able to make any changes. But it needs to be
done! Does anyone have any ideas?
