How to change Project Manager of Non Enterprise Project

Hi,
We are using MS Project 2003 non enterprise in our organization.Now
the Project Manager is changed so how can we change the Project Manager so
that the updates are received by new manager.Project->publish->republish
assignment changes the owner but not Project Manager and all the updates are
reverted to old PM's id.
Our is Non enterprise Project so kindly reply back considering this,,,,,,,

If you are not using the enterprise featurs there is no such thing as
publishiing!
Which one is it? Project Server or not Project Server?

It is Project Server but we have disabled enterprise features because
we were facing some problems with that.Now we are using Project Server with
non enterprise features.So any idea about it??
