How to change text color in a picture file

I am trying to change the color of the text in a picture file. I would like
to change the text to one color. I am doing so to create a t-shirt transfer
for my school. Any suggestions?

The "text" in a picture file is not "text" but is part of the picture.
As JoAnn says you will need a graphics program or Image editing software
to do this. MS Paint "might" work using the "fill" with color option.
