How to Change the Root Web Site "Site Owner" Field

Hello

My IT Department cannot remember the password for the account listed as the
"Site Owner" in the "Root Web Site Settings" section in PWA. I know that
using SharePoint Cental Administration I can change the site owner for each
project workspace individually, but how can I change the default site owner
that the system specifies as the site owner for new sites?
