How to close tasks for time reporting in project web acces

How can a project manager achieve that a project member can report no more
time on an activity? Suppose the project member was scheduled to do 100 hours
and has reported 80. After progress the PM decides to set the remaining work
to 0 and republishes the assignment. But in PWA the resource is still able to
report time on this activity…..

This is a training and performance issue with your team members. Teach them
not to enter time against a completed task, and instead, specify that they
must contact you if there is additional work to be performed on the task.

I was thinking about following solution
1. Define enterprise task text 1 as 'open for timewriting' (yes or no)
2. Set to Publish this enterprise task text 1
3. set the correct value to 'yes' or 'no' for each task in your project. and
publish the project
4. Show this column in My task view definition
5. Autofilter on 'open for timewriting' = yes
