How to control Outlook Exress instead of Outlook 2003

My envirement don't have Outlook 2003, only have Outlook Express. Can I use
the knowledge supplied by Outlook 2003 SDK in Outlook Express?

No, they're two different programs. OE doesn't have much of an SDK. You can find documentation on what little there is on MSDN.
