I'm pretty sure you can't convert the application itself, but....
if you mean you want to get your OE data into Outlook, use file |
export....in OE once you've created an Outlook profile.

You cannot! You can either install Outlook and then import your Outlook
Express data and then uninstall OE, or just install Outlook, import your
OE information and then start using Outlook instead of OE.

My apologies, I thought you could go into Control Panel, Add or Remove
Programs, Add/Remove Windows components and then uncheck Outlook
Express. Guess I was wrong then. Sorry.

All that option does is to remove it from the Start menu and from the
default mail handler. It is still installed.
