How to convert Western European Plain text doc to US Word doc.

I have a document that is a "western European" Plain Text Document that I
need to open as a MS Word 97 US document. How do I do it?

No conversion should be necessary. You can open the file via File | Open in
Word, and then use File | Save As to save it in Word format, or just copy and
paste the text into a Word document.
