how to copy shortcut link

If you mean you can't copy the link because it will take you to the
destination when you click on it. Place your cursor at the end of the link,
hold down your Shift key and press the left arrow on you keyboard. You can
then copy and paste.

no, the problem is the link is inside the text;
we can't know what that is unless we click the link

on the IE, we have a right-click meun.
there is a function "Copy Shortcut" when i right-click the text with linked

but there is not such function under Outlook
(or i can't find it?)

No, but when you hover on a link it will display a tooltip with the URL it
will bring you to when clicked.
