How to create 4-panels brochure

When I create new brochure by wizard. I can't select 4 panels option in task
pane.
This option is inactive. Why?

What version Publisher?
Usually when you select a four panel, Publisher will default to a template for
legal size stock (14 x 8.5). Setup your printer for legal, see if that makes a
difference.

In Publisher 2007 some brochures simply do not have the 4 panel option, Newer
Designs - Classic Designs for instance.
