How to create a 3-fold brochure, portrait,& each panel 8-1/2"x11"

I don't know how to set up the page layout for a three fold brochure, with
portrait orientation and each of the three panes at 8-1/2" x 11" (with
ability to put text on both sides

You are not going to be able to do this directly in Word. Try a page layout
program like PageMaker or Publisher. Word is restricted to a total size of
22" x 22." It is my understanding that it would take a major rewrite of the
program to alter this, something unlikely to happen for that.
