How to create a .dot file

All,

I would like to create a .dot file containing a toolbar and associated
macro. Currently, I am adding the macro adn toolbar manually to the
Normal.dot file. Then saving and renaming a copy of my normal.dot
file.

Is there a way to create this file without the extra baggage of my
normal.dot file?
