How To Create a Enterprise Project in Project professor

I create a project in the Microsoft Office Project 2003 ,after editing I
publish the project to the Project Server.But It Show me the below error:

You are trying to publish a non-enterprise project to the project
server.The security setting don't allow you to publish non-enterprise
project.

if I adjust the setting "Allow only enterprise projects to be published to
this server" under Server Configuration page, I can publish the project ,but
the project is not a
Enterprise Project .

I want to know how I can create a Enterprise Project .
which difference there are between Enterprise Project and non-Enterprise
Project?

You have definitely started down the wrong path with Project Server, as the
non-enterprise project error indicates. Refer to the following link for the
definition of an enterprise project:

As you can see from the definition, your project is a non-enterprise project
because you created it without being logged into Project Server through
Microsoft Project Professional. Refer to the following link for the steps
required to set up a login account in Microsoft Project Profession, with
which to log into Project Server:

After logging into Project Server through Microsoft Project Professional,
you need to import your non-enterprise project into Project Server using the
Import Project Wizard (click Tools - Enterprise Options - Import Project to
Enterprise. Pay special attention to the page dealing with resources, and
match each resource in the project with a resource in the Enterprise
Resource Pool. Hope this helps.
