How to create a sharepoint document library with OneNote-template as default?

I'd like to create a sharepoint document library with OneNote Pages.
I can upload pages pretty well, but I can't set a OneNote Template.
When I upload a Template.one and set it as default template it does not
work as expected, there is no new item in the library created :(

Any hints here?
