How to create a view programattically

Hi MVPs,
I'm trying to create a view programmatically.I looked at
one of the Knowledgebase article and found we cant change
or modify a view programmatically.
They suggested a workaround of exporting a folder into
pst file and recreate that folder which will get all the
views created.
I tried exporting to a pst file but it doesnt create the
view.
Is there anyway we can distribute a view.
