How to create and send an HTML email using MS Outlook?

I am in a process of designing a newsletter and I do not understand which
format it should be? If I were to create and send an HTML newsletter, How do
I send it using MS Outlook? What is a typical process of creating and sending
HTML newsletters?

Were you able to achieve this? I created an htm file in Dreamweaver but my
graphics do not appear, any ideas?
