How to create database in access having equal importance to rows?

I am a student and trying to create a project on Management Information
Systems. The end reports that need to be generated need to have table
structure with the facility to the user to add new parameters and fields of
the tabular structure. I am finding this particular task of creating and
replicating information in the tabular format with importace to both rows and
columns and thus maintaing and generating the tree structure of the whole
database. Do suggest me solutions.
