How to create Enterprise Resource

I wan to create a department named OA which have two
sub-department:OA-technique and OA-Support。
How can I do?
Another question :
I create the department named OA in the AD,but after Click "Update Now"
under the page Group->Set the options for AD synchronization in the PWA,I
didn't see the users in the userList in pwa,but It did not raise any error
information
