How to create new message rule?

You can use the Rules.dll COM component and CDO 1.21 to create very simple
server-based rules. No other programmatic rule creation is supported.

You need to use the Rule.DLL, which can be downloaded from the
Microsoft Web site. There are a few KB articles about using Rule.DLL
as I recall and some information on the MSDN Web site and in the MSDN
Library. Even though Rule.DLL originally was for Exchange 5.5 and
hasn't been updated the Exchange SDK people tell me it still works
with Exchange 2000 and 2003.
