How to create shared border in a page?

I am trying to set up a Shared border in my page and My "Shared Border" is
disabled. How can we make it enable? Please advice. I have MS FrontPage 2000

You must have a web open.
Close the page (if it is open).

File -> open web
browse to the folder holding your web pages, then click open.
IMPORTANT - If the folder is My Documents, or the root folder of a hard
drive, or some other system folder, then move your pages to another folder.
When FP opens a folder it will convert it to a FrontPage web - you do NOT
want any system folders converted to webs.

Then open the page, and Format->Shared borders

And if using FP 2003 they must be enabled in Tools Page Options Authoring
