How to customize which palettes default to open in Toolbox?

After a bit of searching, there seems to be no obvious way to change which palettes default to open/expanded in the Excel Toolbox. I see how to change which ones are visible, but what I want is to set which visible ones are expanded when I start Excel.

Currently, Borders and Shading default to 'closed,' and Page Setup defaults to expanded. I use Borders and Shading about 90% of the time and Page Setup about 1% of the time. You can do the math from there.

Any way to change this, including editing a .plist file?

Sorry, but that you can't control. The only settings for the Toolbox are
those you've already found. Yo migh consider creating a custom toolbar
rather than relying on the Palette.

Misfortunate, to be sure. Might you consider submitting that as a feature for a future update?

I can guarantee that nothing of that nature will be incorporated into an
*update*. Updates are used to correct errors & fix problems, not redesign
the software to add or modify features.

If you want to offer up the suggestion for MS to consider in a future
version release use Help> Send Feedback to do so.
